The Council consists of 30 elected members which is made up of one Mayor, 13 councillors and 15 community board members.

The Council meets on a six weekly basis and has the following governance structure: full Council, Policy and Planning Committee, Environment and Hearings Committee, Risk and assurance Committee, Personnel Committee, four community boards, Te Kāhui Matauraura (formerly the Iwi Liaison Committee), Eltham Drainage Committee and three portfolio groups.
